Ministry of Foreign Affairs of Turkmenistan

The activities of the Ministry of Foreign Affairs of Turkmenistan are regulated by the legislation of Turkmenistan: by Laws “On Diplomatic Service,” “On the Status of Diplomatic Representatives of Turkmenistan Abroad”, “On Diplomatic Ranks,” “On Consular Offices of Turkmenistan”, Conception of foreign policy course of Turkmenistan for the 2013-2017 years.

The Ministry of Foreign Affairs of Turkmenistan consists of 21 structural subdivisions – 3 departments, 13 divisions and 5 representative offices of the Ministry in velayats.

The tasks, functions and order of activities of structural subdivisions of the central office of the Ministry of Foreign Affairs of Turkmenistan are determined by the relevant provisions. The structure and number of employees of the central office of the Ministry of Foreign Affairs of Turkmenistan, as well as diplomatic representatives and consular offices of Turkmenistan abroad are approved by the President of Turkmenistan.

In accordance with the law “On Diplomatic Service of Turkmenistan,” the diplomatic service is a type of state service associated with the execution of powers to implement the foreign policy of Turkmenistan, the representation and protection of rights and legitimate interests of Turkmenistan in the sphere of international relations.

The system of diplomatic service includes the Ministry of Foreign Affairs of Turkmenistan, diplomatic representations and consular offices of Turkmenistan abroad, missions of Turkmenistan at the international organizations, representative offices of the Ministry of Foreign Affairs of Turkmenistan in the territory of Turkmenistan. The Ministry of Foreign Affairs of Turkmenistan is a central executive body that implements a foreign political system, carries out foreign policy and regulates the system of diplomatic service of Turkmenistan.

Currently, Turkmenistan established diplomatic relations with 140 states of the world. There are 38 diplomatic missions and consular offices of Turkmenistan abroad. Embassies and consular offices of 37 foreign countries work in Turkmenistan.

Turkmenistan is a party to 136 international conventions and treaties.

The priority tasks of Turkmenistan’s foreign policy are to maximize the promotion of world peace, stabilization and security, the consistent implementation of the UN goals for sustainable development, the consolidation of neighborly relations, cooperation in the regions and outside, the creation of favorable conditions for the implementation of disarmament, the solution of the existing conflicts and contradictions by peaceful, political means, the ensuring of energetic security.

To this end, initiatives are put forward by the President of Turkmenistan in various international forums, such as the proposal for the establishment of the Energy Council of the UN, the establishment of a high-level permanent security forum and cooperation in Central Asia and the Caspian Basin, five points of promoting the political settlement of Afghanistan and its economic recovery and a range of other important initiatives.

As one of the main components of its foreign policy, Turkmenistan considers taking an active part in the work of the UN, aimed at ensuring progress and development of a mankind, increasing of the standard of life and welfare of people, creation of favorable conditions for the global economic and social development, ultimate exposure of creative potential of a man, encouragement of his rights and main liberties.

Turkmenistan successively consolidates traditional friendly, mutually beneficial relations with neighbor states, especially Central Asian countries and countries of the Caspian Sea region.The cooperation with the states of the Middle and the Near East, Asia and Pacific Ocean region also develops. The main course of the foreign policy of Turkmenistan is a multilateral cooperation with the states of European and American continents. At the recent years on the instructions of the National Leader the work on widening a dialogue with African countries is being conducted.

The relevant measures are being undertaken on a future development with authoritative international organizations and structures. Turkmenistan is a member of 44 international organizations, such as United Nations Organization, Organization for Security and Cooperation in Europe, Organization of Islamic Cooperation, Non-Alignment Movement and etc. In such organizations as Commonwealth of Independent States and Economic Cooperation Organization, Turkmenistan has a status of associated member.   

Turkmenistan takes an active part in global developments and implementation of the purposes and issues of millennium. The country is a member of 8 Councils, Committees and Commissions of the UN. On 14th of June, 2016 Turkmenistan was elected as vice-chairman to the 71st session of the General Assembly of the United Nations Organization. 

At the period of organizing session of ECOSOC on 23-24th of April 2014, there were elections to the different bodies of the UN, during which Turkmenistan had been elected as a member to these bodies: the Commission of the UN for Social Development for the 2014-2017 period, the Commission of the UN on Science and Engineering for the sake of development for the 2014-2016 period, Executive Committee of the Program of the United Nations High Commissioner for Refugees (on permanent basis).

At the period of regular organizing session of ECOSOC on 8-10th of April, 2015, there were elections to the different bodies of the UN, during which Turkmenistan was elected to these bodies:

During the elections, the members of ECOSOC unanimously supported a candidacy of Turkmenistan:

To the member of the Nations Human Settlement Program for the period of 2016- 2019; (UN-HABITAT)

To the member of the United Nation Commission on Population and Development for the period of 2016-2019;

To the member of the Executive Council of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-WOMEN) for the period of 2016-2018;

   On 13th of November, 2012 on the 37th session of the General Conference of the United Nations Educational, Scientific and Cultural Organization in Paris, Turkmenistan was for the first time elected to the Executive Council of UNESCO, thus became a member of governing body for the period of 2016-2017.

An interaction with the authoritative organizations is put into effect on a systematic base and Framework Program of cooperation aimed at the development signed between Turkmenistan and UN for the period of 2016-2020, Plan of actions of State programs on cooperation with UNICEF and UNFPA for the period of 2016-2020 and other documents serve as a proof for it. All of them aimed at the realization of concrete mutual projects on social-economic, energetic, ecological, judicial courses.

An active position of Turkmenistan in the issues of cooperation with the United Nations proves constructive initiatives of the President of Turkmenistan Gurbanguly Berdimuhamedov, called to favor optimization and increasing of effective partnership on its main spheres, such as ensuring global energetic security and creation of ramified transit-transport infrastructure, which found its formulation in the special Resolutions of the General Assembly of the UN. 

As it is known, Turkmenistan time and again became a place of holding of the big international forums, agenda of which included problems of today. This year Ashgabat will receive a first Global Conference on sustainable transport system, which also persuasively testifies to the increasing authority of Turkmenistan in world arena.
