Briefing at the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan

On 23 September 2016, a briefing devoted to the adoption of the new edition of the Constitution of Turkmenistan was held at the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan. The briefing was organized by the Ministry of Foreign Affairs of Turkmenistan, the Mejlis (Parliament) of Turkmenistan, and the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan.

Representatives of Embassies and International Organizations, foreign mass media accredited in Turkmenistan, Chief Editors of newspapers and magazines of Turkmenistan, as well as Professors and students of International Journalism Faculty of the Institute of International Relations of the MFA of Turkmenistan participated in the briefing.

At the briefing Members of the Mejlis of Turkmenistan and representatives of the Turkmen National Institute for Democracy and Human Rights and the Institute of State and Law under President of Turkmenistan highlighted to the briefing’ participants the details of the new legal norms introduced to the Constitution for the first time.

In particular, many innovative legal norms have been introduced to the text of the Constitution: on regulation of economic activity in the interests of human being and society (Article 13); on facilitating development of science, engineering and technology (Article 16); on recognition of political diversity and multi party system (Article 17).

Special emphasis was made on such new norms as annual President’s messages to people and Mejlis of Turkmenistan on state of the country and on establishment of the Institute of Ombudsman on Human Rights.

Speakers specifically underscored that the Constitution of Turkmenistan, being the Main Law of the state and society, expresses common will of our multinational country, has supreme legal force and confers to most important principles and institutes of social and economic, public and political, as well as spiritual and moral life of society.

In the form of the dialogue, questions were asked, exchange of opinions took place, and it was once again emphasized that this Constitution to the full extent corresponds with commonly recognized norms of international right with regards to ensuring human rights and individual freedoms in contemporary world.
