International Scientific-Practical Conference Dedicated to the 30th Anniversary of the Establishment of the Institute of State, Law, and Democracy of Turkmenistan

On October 23, 2026, an international scientific-practical conference titled "Milestones in the Development of Statehood, the Legal System, and Democracy in Neutral Turkmenistan", marking the 30th anniversary of the establishment of the Institute of State, Law, and Democracy of Turkmenistan, was held in the conference hall of the Palace of Justice (Adalat Palace).

The forum was attended by representatives of the Mejlis, various ministries and sectoral agencies of Turkmenistan, public organizations; faculty members and students of the Academy of Civil Service under the President of Turkmenistan; young students, as well as heads of diplomatic missions and representations accredited in Turkmenistan.

The participants listened with great enthusiasm to a congratulatory address from President Serdar Berdimuhamedov.

The message emphasized that, by relying on the foundations of statehood, the rule of law, and national democratic principles, Turkmenistan is consistently developing civil society and strengthening the relationship between the state, society and the individual.

Speakers at the conference noted that, in this new historical era, the legal foundations of our democratic, law-based, and secular state are being systematically refined.

Currently, large-scale work is underway aimed at the further modernization of the national legislative system and its harmonization with universally recognized norms of international law. Among the key topics addressed during the presentations was the unanimous adoption in May and July of this year, during the 80th session of the UN General Assembly of two resolutions initiated by Turkmenistan: "The Role and Significance of a Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and the Process of Sustainable Development" and "2028 – Year of International Law." These events were noted as being of historic significance.

It was particularly emphasized that the adoption of over 30 resolutions by the UN General Assembly, proposed by Turkmenistan, serves as evidence of the country’s substantial contribution to the development of international law.

In addition to presentations by international experts and scholars, the forum featured a report by the Authorized Representative for Human Rights in Turkmenistan (Ombudswoman). This report placed special focus on legislative guarantees for human rights and the alignment of national practices with international principles.

The forum, held to mark the 30th anniversary of the establishment of the Institute of State, Law, and Democracy of Turkmenistan, served as a constructive platform for discussing key objectives related to the further advancement of statehood, the national legal system and the strengthening of the democratic foundations of society.

At the conclusion of the international scientific-practical conference, the participants adopted an address to President Serdar Berdimuhamedov. In it, they expressed their deep appreciation for the excellent organizational conditions provided for the forum and extended their best wishes to the President of Turkmenistan and the Hero-Arkadag, wishing them good health, longevity and continued success in their extensive efforts dedicated to the well-being of the nation and its people.
