On 23-25 February, 2017 in Hong Kong Energy Charter in cooperation with the Chinese University of Hong Kong and the Konrad-Adenauer-Stiftung (KAS) held the 13th meeting of the Task Force of the Energy Charter on Regional Energy Cooperation in Asia on “Regulation of Energy Investments along the “Belt and Road”.
The forum was attended by international experts and specialists from Great Britain, Kazakhstan, Kyrgyzstan, China, Korea, Spain, Russia, Sweden, Uzbekistan and Turkmenistan.
At the opening ceremony of the meeting Energy Charter Assistant Secretary General Dr Masami Nakata, Vice president of the Chinese University of Hong Kong Professor Fanny Cheung, Dean of the Faculty of Law of the Chinese University of Hong Kong Professor Christopher Gane and director of the project on energy security and climate change in the region Peter Hefele made their presentations.
During the meeting in the framework of "Belt and Road" initiative international businessmen and experts spoke on topics such as rules of cooperation in the field of energy policy and energy sector, foreign direct investments, the reforms in the energy market, the resolution of disputes in the financing of energy and energy transport transit means.
In this context, questions about the possibilities and the legal basis for investments and renewable energy projects were discussed. Also at the meeting the legal mechanisms for transit transportation of energy resources and the role of the Agreement of the Energy Charter were discussed.
